Kentucky Casino Gambling Proposal Approved By Senate Committee

Casinos could be built in Kentucky under a proposal that received a thumbs-up from a Senate committee on Wednesday.

The State and Local Government Committee voted 7-4 after hearing testimony from the state's leading casino proponent, Democratic Gov. Steve Beshear.

"The people of Kentucky are weary of this indecision. People on both sides, those who support it and those who oppose it, want this issue settled once and for all," Beshear said.

Beshear has been pressing lawmakers for a constitutional amendment that would allow Kentuckians to wager on more than horse races, which is a longstanding tradition in the Bible-belt state.

Beshear said expanded gambling will save the equine industry.

The legislation calls for seven casinos, five at race tracks, including Churchill Downs.

Churchill Downs brought a large contingent of supporters to Wednesday’s hearing.

Beshear argued that in 2010, $451 million was gambled by Kentuckians in other states.

Somerset approves Smoking ban in enclosed public areas within the city

SOMERSET, Ky. (AP) - Officials in Somerset have approved a smoking ban in the south-central Kentucky city.

Although there had been debate focusing on health issues and how much authority local governments should have, the City Council voted 11-1 on Monday to pass the ordinance that would ban smoking in enclosed public areas within the city.

Kentucky students, Agriculture Commissioner James R. Comer invites you to enter Poster and Essay Contest 

FRANKFORT, Ky. — Agriculture Commissioner James R. Comer invites Kentucky students to create a poster or write an essay on agriculture’s impact in their everyday lives in the Kentucky Department of Agriculture’s annual Poster and Essay Contest.

“This year’s theme is ‘It All Starts With Agriculture,’” Commissioner Comer said. “We enjoy an abundant and affordable food supply thanks to agriculture. But agriculture also is responsible for clothing, medications, cosmetics, motor fuel, and a host of other items that enhance our quality of life. I encourage all Kentucky teachers to get their students involved in the Poster and Essay Contest so they can learn about all the things agriculture does for them.”

The contest is open to all Kentucky students in kindergarten through 12th grade. Students may submit a poster or an essay. Entries must be postmarked no later than Feb. 10 and mailed to Kentucky Department of Agriculture, Poster and Essay Contest, 100 Fair Oaks Lane, 5th Floor, Frankfort, KY 40601.

Winners in each grade will be notified on Feb. 20 and will be honored at the annual Kentucky Agriculture Day luncheon in March in Frankfort. Each winner will receive $100. The winning posters and essays will be used in Department publications and displayed at Department events.

Kentucky attorney general warns about new computer scam

Attorney General Jack Conway is alerting consumers about a new telemarketing scam that is making its way across Kentucky. General Conway's Office of Consumer Protection has received more than two dozen complaints since mid-November about a "Tech Support" telemarketing scam. Consumers report that the scammers impersonate tech support specialists who claim to have detected a virus on the victims' computer.

"This is just another attempt by scammers to gain access to personal financial information and for the purpose of identity theft," General Conway said. "Never share personal information over the telephone with a stranger."

The "Tech Support" scam generally starts with the caller posing as a technical support engineer certified by a well-known company like Microsoft, Cisco, or Windows. Typically the caller claims that the phone call is in response to reports sent out automatically by the user's computer. The rogue tech support specialists offer to install what they claim are antivirus programs.

To add credibility to their story, the phony tech specialists ask the consumer to follow very specific steps to rid the system of the virus and fix the computer. By following the steps, the consumer gives the caller access to all of the data stored on their computer.

If you receive this type of call, General Conway asks consumers to keep the following in mind:

    Computer and software companies do not make unsolicited calls offering tech support.
    If you need tech support, contact the computer or software company at a number you know to be valid.
    Never provide personal information or follow a caller's instructions when you don't know who is contacting you.

"Always be leery of unsolicited calls," General Conway said. "If a caller claims to be from your bank, your credit card company, Microsoft, or even your utility company, always have them provide a number and call them back. Only use a telephone number that you have looked up yourself. Do not call a number from an unsolicited email."

Consumers who have fallen victim to this scam, or a similar one, should follow these steps:

    Contact your bank or credit card company and dispute the charge for any money you paid.
    Immediately run anti-virus and anti-spyware software on your computer.
    Monitor your credit report and place a security freeze on your credit.

Berea College & partners Receive $30 Million Promise Neighborhood Grant 

Senior officials from the Obama Administration announced today that five organizations will receive the first round of Promise Neighborhoods implementation grants, and another 15 organizations will receive a second round of planning grants. Grantees, comprised of nonprofit organizations, institutions of higher education and an Indian tribe, will put school improvement at the center of local efforts to revitalize underserved neighborhoods.

More than 200 organizations from 45 states, as well as American Samoa and Puerto Rico, applied for 2011 Promise Neighborhoods planning and implementation grants.

“I commend all communities that are putting education at the center of efforts to fight poverty in urban and rural areas,” said Melody Barnes, domestic policy advisor to President Obama. “The goal of Promise Neighborhoods is to provide the resources and support young people need to succeed while transforming distressed neighborhoods into communities of opportunity.”

The five new implementation grants will be awarded a first-year grant of up to $6 million, totaling up to $30 million across the life of the grant, which will support implementing plans to provide cradle-to-career services that improve the educational achievement and healthy development of children. The second round of $500,000 planning grants will fund planning activities to transform 15 new communities into Promise Neighborhoods.

“Promise Neighborhoods recognizes that children need to be surrounded by systems of support inside and outside of the classroom to help them be successful in school and beyond,” said U.S. Secretary of Education Arne Duncan. “The 20 grantees announced today are spread out across the country, reflecting a broader nationwide movement to revitalize struggling communities by providing better access to health care, social and safety services partnered by great schools.”

The Promise Neighborhoods program aims to address significant challenges faced by students and families living in high-poverty communities by providing resources to plan and implement a continuum of services from early learning to college and career. Plans include a range of services from improving a neighborhood’s health, safety, and stability to expanding access to learning technology and Internet connectivity, and boosting family engagement in student learning.

President Obama recently highlighted Promise Neighborhoods in the Creating Pathways to Opportunity report that describes steps the administration has taken to reverse the growing income gap and create opportunity for all Americans. The program is also at the center of the White House Neighborhood Revitalization Initiative (NRI), which seeks to align federal housing, education, justice, and health programs with the overarching goal of transforming neighborhoods of concentrated poverty into neighborhoods of opportunity.

In an effort to integrate public service programs, Promise Neighborhoods applicants received competitive points for targeting neighborhoods participating in Choice Neighborhoods or Hope VI, affordable housing transformation programs supported by the U.S. Department of Housing and Urban Development.

“We are pleased to continue our partnership with the U.S. Department of Education to align housing, neighborhood development, and education resources to expand opportunity in some of our most distressed communities,” said U.S. Secretary of Housing and Urban Development Shaun Donovan.

Each of the five Promise Neighborhoods implementation grantees will also be eligible for funding from the Department of Justice to support and expand their public safety strategy.

“Students, families, teachers and principals need support to create safe environments in our nation's schools,” Attorney General Eric Holder said. “The Department of Justice is committed to working with these grantees and their public safety partners to coordinate investments and initiatives that prevent and reduce crime throughout Promise Neighborhoods.”

Promise Neighborhoods, launched in 2010, made available a total of $10 million for one-year planning grants to 21 communities across the country. The 2011 grants announced today will reach an additional 16 communities. Between both rounds, 18 states and D.C. will have plans in place to help revitalize disadvantaged neighborhoods. Congress recently passed a fiscal year 2012 budget, which will include an additional $60 million for Promise Neighborhoods.
